Daniel Fournier is a retired Los Angeles Police Department Detective III with 30 years of experience across patrol, supervision, and complex criminal investigations, including more than 20 years of detective and violent-crime work. He brings Titan National Consulting Group practical field, detective-table, and supervisory perspective in gang-related, violent-crime, and police-practices matters.
Daniel served as a Police Officer, Sergeant, Detective II, and Detective III, with assignments in gang enforcement and investigations, homicide and violent-crime investigations, Major Assault Crimes, Crimes Against Persons, the Special Problems Unit, the Safer Cities Initiative, and the Violent Crime Task Force. Most recently, as a Detective III at North Hollywood Division, he managed Major Assault Crimes, Crimes Against Persons, and gang investigative functions, supervising detective caseloads and investigative quality and reviewing shootings, assaults, threats, hate-related incidents, and complex case dispositions.
Daniel also served approximately three years as a Reserve Deputy Probation Officer with the Los Angeles County Probation Department in gang and narcotics supervision. He holds bachelor’s degrees in history and political science from California State University, Northridge, and California POST Basic, Intermediate, and Supervisory certifications. He has integrated AI-based analytical tools into policy review, investigative quality control, and case tracking, and has served as an independent law enforcement technical advisor for National Geographic, CBS News, and a feature film.
At Titan, Daniel provides consulting and case-analysis support in gang-related, violent-crime, and police-practices matters. He reviews law enforcement records, investigative reports, body-worn video, dispatch materials, surveillance evidence, and policies, and evaluates gang indicators, investigative practices, foreseeability, and case theory. He is available for plaintiff and defense matters, including record review, expert opinions, report and declaration preparation, and deposition and trial preparation.
