Cathy Riggs, M.S., brings more than 31 years of law enforcement experience to Titan National Consulting Group, with specialized expertise in use of force, police training, policy compliance, auditing, and critical-incident review. During her career with the Los Angeles Police Department, she served in patrol, investigative, internal affairs, audit, and supervisory assignments and spent more than a decade overseeing training and evaluating officer performance. She now provides expert witness and consulting services and teaches criminology and justice studies at California State University, Northridge.
Cathy’s experience includes reviewing and adjudicating uses of force and vehicle pursuits, conducting and supervising administrative investigations, and evaluating compliance with department policy and training. She served in LAPD’s Audit Division during the federal consent decree, where she conducted systematic compliance audits involving use of force, searches, arrests, complaint investigations, and other high-liability police activities. She later supervised the Topanga Area Training Unit, where her responsibilities included use-of-force review, tactical and policy training, performance evaluation, and identifying and addressing training deficiencies.
Her professional preparation includes certification and experience as a Use of Force Instructor, TASER Instructor, Racial and Identity Profiling Act instructor, Active Bystandership for Law Enforcement instructor, and First Aid/CPR instructor. She is a graduate of the California POST Supervisory Leadership Institute and has extensive experience applying audit and quality-assurance principles to police operations. Cathy holds a Master of Science in Forensic Psychology and brings an academic perspective to her practitioner experience through university teaching and research on policing, use of force, officer decision-making, and organizational accountability.
At Titan, Cathy provides expert witness and consulting services involving use of force, de-escalation, police training, policy and procedural compliance, critical-incident review, and organizational accountability. She analyzes reports, body-worn and in-car video, policies, training records, investigative materials, and other evidence to evaluate officer decision-making and agency practices against applicable policies, training, and generally accepted law-enforcement practices.
