Kelly Couch is a law enforcement expert witness specializing in police pursuits, emergency vehicle operations, emergency response incidents, patrol and traffic stop tactics, police practices, and investigative matters. He brings more than 30 years of experience as a patrol officer, Major Crimes Unit detective, investigator, and law enforcement trainer to complex civil and criminal matters at Titan National Consulting Group.
Kelly served in the San Francisco Bay Area as a police officer and Major Crimes Unit detective, investigating child abuse, sexual abuse, robberies, assaults, homicides, unattended deaths, and other serious crimes, and as a Field Training Officer for new officers and lateral transfers. He went on to serve as the full-time lead Emergency Vehicle Operations Instructor and a patrol and traffic stop tactics instructor for the State of Oregon. He has been retained by prominent law firms in cases involving police pursuits, emergency driving incidents, law enforcement collisions, PIT maneuvers, patrol and traffic stop tactics, and intentional uses of force with patrol vehicles.
Kelly helped develop and deliver training in emergency vehicle operations, pursuit decision-making, patrol tactics, and traffic stop tactics to thousands of police recruits and experienced officers, including video review of pursuits and emergency responses, analysis of emergency-driving case law, and practical pursuit-management scenarios. He continues to teach as a part-time instructor. He has written on emergency driving for PORAC Law Enforcement News, American Police Beat, Police1, and Officer.com, and is a member of ALERT International.
At Titan, Kelly provides case review, expert reports, deposition preparation, and deposition and trial testimony in civil and criminal matters involving pursuits, emergency driving, Tactical Vehicle Interventions including PIT maneuvers, traffic stop tactics, inadequate investigations, improper arrests, patrol procedures, and law enforcement training practices.
