Sean Price is a correctional management consultant, expert witness, and educator with more than 24 years of service with the Federal Bureau of Prisons. Rising from frontline operations to senior supervisory roles between 1995 and 2019, he built deep expertise in facility administration, operational oversight, risk management, and inmate care. He brings that experience to Titan National Consulting Group through litigation consulting, expert witness testimony, and specialized training for correctional, law enforcement, and public safety agencies.
Sean began his federal career as a Correctional Officer and advanced through positions as Receiving and Discharge Officer, Legal Instruments Examiner and Movement Coordinator, and Case Manager. As a Unit Manager from 2012 to 2019, he directed unit administration, programs, and multidisciplinary staff, including case managers, counselors, officers, clinical psychologists, and education specialists, across Administrative (pre-trial and pre-sentence jail), Medium, and Minimum-security facilities and a Mental Health Care Level 3 unit for offenders with severe, chronic clinical conditions. He conducted annual policy revisions, performed use-of-force after-action reviews, and led preparation for Institutional Climate Profiles to maintain American Correctional Association accreditation. For 20 years he also served on the Special Operations Response Team (SORT) as a squad leader, tactical trainer, self-defense instructor, and one of three Western Region Rappel Masters, training tactical personnel across four states in high-risk escorts, active-shooter response, hostage extractions, and building-entry tactics.
Since retiring from federal service, Sean has authored Rule 26 and rebuttal reports, provided depositions, and testified in state, federal, and international courts. His engagements include Estate of William Hayden Schuck v. County of San Diego (S.D. Cal.), in which his expert report supported a $16 million settlement, the largest for an in-custody fatality in San Diego County history; Trina Christie v. State of Washington Department of Corrections (W.D. Wash.); and expert human rights reports and testimony under Articles 3 and 5 of the European Convention on Human Rights in a U.S. extradition case before Westminster Magistrates’ Court in London. He has instructed police, corrections, parole, and probation personnel for the Oregon Department of Public Safety Standards and Training since 2023 and taught criminology and criminal justice as an adjunct professor at Chemeketa Community College. He holds a B.A. in Management and Organizational Leadership from George Fox University and an A.A.S. in Criminal Justice from Chemeketa Community College, completed the Federal Law Enforcement Training Center academy, and is a member of the American Correctional Association.
At Titan, Sean provides expert witness and consulting services in matters involving corrections management and jail operations, inmate suicide prevention and risk management, custodial duty of care, use of force in custody settings, and correctional policy and ACA compliance. He reviews records, policies, and operational practices against correctional standards and supports agencies with facility assessments and training.
